If the rights of refugees sailing from their colonies are considered, it is worth noting the definition of blockade: "Blockade is a limitation of the rights incident to the Neutral diving (i.e., diving or remaining) in peace, imposed upon him by the right of the Belligerent during war" (Phillimore, International Law, III, 473 - Ed. 1873). I would refer this to F.D.
I ask for information on the question regarding whether the G.O. has advised the doctor that this proclamation was issued in immediate response to the French declaration of belligerent rights. Surely before the French demand belligerent rights, they must admit themselves to be belligerents!
